Obama Stimulus Package Rooted in Green Jobs and Sustainable Growth

A lot of promising news out there.

With unemployment numbers finally inching in the right direction, President Obama announced a broad new spending strategy Tuesday that he hopes can grow this economic “green shoot” into green jobs.

Speaking at the Brookings Institution following a White House jobs summit and a trip through Pennsylvania steel country, Obama outlined ideas for a new federal stimulus that would focus largely on small businesses and greener infrastructure projects, such as energy systems, as well as new financial incentives for people to retrofit their homes for energy efficiency.

If Only Hand Wringing Created Green Jobs

There have been a fair number of mainstream news articles expressing concern that the many promised green collar jobs created with stimulus funding are not appearing. These pieces often follow a certain hackneyed formula, citing a huge dollar figure from legislation passed earlier this year and then pointing to the fact that only a few workers have been hired. There are a number of problems with these reports that should cause readers to reserve their judgment on how the green jobs effort is going.

Let’s look at the latest worry fest over green-collar jobs at the New York Times (“Elusive Goal of Greening U.S. Energy”). The piece starts by questioning the very premise of green jobs, calling green jobs just a ‘mantra’ at one point but then, at the end, suggesting we’re not doing enough to create them. Using the Times piece as an example, I want to point out at least three things to keep in mind when reading any of these kinds of stories.

First, green collar jobs are going to come from more than just the renewable energy sector. This latest piece doesn’t define the clean energy jobs sector broadly enough, missing the potential from energy efficiencies (1.7 million potential jobs) entirely. As new approaches to providing efficiency develop, the prospect for workers is bright. In addition to being a more affordable way to create more green jobs, a recent study (Greener Pathways: Job and Workforce Development in the Clean Energy Economy) found that “energy efficiency not only offsets more greenhouse gas emissions than renewables and alternative fuels combined, it is a new energy strategy that generates significant numbers of domestic jobs.” So when reading critiques about the promise of green-collar jobs always consider whether the article accounts for the full scope of the potential of clean energy, from windmills to retrofits. The Greener Pathways report is full of useful data and charts like the one below on jobs in energy efficiency.

Second, nobody said that creating green-collar jobs would be easy or fast. As I wrote in a recent post, creating a clean-energy economy is perhaps one of the greatest challenges and opportunities the nation has faced in a generation. Creating jobs while reducing emissions, saving energy and preventing poverty in an economy with multiple split and perverse incentives is not going to take months, but years. But there are good projects getting started in our region and, as I suggested, it is better to get it right than get it right now.

Third, take a good look at our Green Jobs Messaging Guide and consider the storyline being taken by the article and the people being quoted. Is the story focused on a few jobs that didn’t get created in one sector in one town? Or does it focus on the broader data being collected? Critical stories are usually focused on things that haven’t happened rather than what has. That was my concern about the recent Oregonian article about the Business Energy Tax Credit (BETC) program.

Finally, close scrutiny of projects and programs is really useful. I was reminded by someone from Alaska recently that although the Home Energy Rebate Program managed by the Alaska Housing Finance Corporation is a really good program, it may not be reaching many rural, off-road parts of the state that are in most need of retrofits. I loved the program model but it isn’t perfect. And learning from the weaknesses and shortcomings of a program is just as important as highlighting its strengths. We can learn from both failure and success as people work to advance the agenda of green jobs anchored in an economy that is focused on conserving energy, creating more sustainable sources of energy, and getting families and businesses off the fossil fuel roller coaster.

Green movement shows job-generating potential

The "green jobs" movement in the Hudson Valley is young, but real, and will grow in coming years, speakers at a conference said Friday.
To help that growth, a focus is needed on improving educational systems to help emerging industries. Also, solutions are needed to unlock financing that green businesses, which are mostly small, require to grow.

About 150 people attended the Green 2010 conference held at the Cary Institute for Ecosystems Studies. It was the fifth annual event, but this one came during a major recession that has made jobs scarce and left financing hard to find.

On the broader jobs front, there was one piece of good news from Frank Surdey, principal economist at the state Department of Labor.

Total job openings posted in the state system by employers grew this November versus one year earlier, he said. In the Hudson Valley region, job requests numbered 5,500, up 31 percent in a year. Statewide, employers posted 57,300, a gain of 25 percent in a year, he said.

Those job openings may be 10 percent to 20 percent of the total that actually exist but the data serves as a good indicator of the overall labor market, he said.

Those aren't all green jobs, but some are, he said. The state is exploring ways to measure green jobs, Surdey said.

The Jobs Summit: Opportunity To Forge A New Social Contract

Current data on jobs and wages show why workers rightly feel they are being left out of the economic recovery. Unemployment is at a quarter century high and the Congressional Budget Office predicts that unless stronger actions are taken, unemployment will remain above 10% in 2010, 9% in 2011, and 7% in 2012. This means that between 15 to 20% of the nation's human capital will remain unemployed, underemployed, or out of the labor force for the next three years -- clearly an unacceptable outcome that will further delay and weaken economic recovery. The wage data are equally unacceptable. Average worker incomes have been flat or fell during the recession. Nor did they grow over the seven years of the past economic recovery. Indeed, workers have been getting a declining share of the productivity they helped create (most of it went to those in the top one percent of the income distribution) for the past three decades. Unless more direct action is taken, the earning power of existing and new jobs will remain stuck at the same levels they have been at for many years. Given that consumption accounts for 70% of the economy, a wage-less recovery translates to a weak and unsustainable recovery. (read more at Huffington Post)

The U.S. Green Building Council (USGBC), founded in 1993, is a non-profit trade organization that promotes sustainability in how buildings are designed, built and operated. The USGBC is best known for the development of the Leadership in Energy and Environmental Design (LEED) rating system and Greenbuild, a green building conference that promotes the green building industry, including environmentally responsible materials, sustainable architecture techniques and public policy.

USGBC has more than 15,000 member organizations from every sector of the building industry and works to promote buildings that are environmentally responsible, profitable and healthy places to live and work. To achieve this it has developed a variety of programs and services, and works closely with key industry and research organizations and federal, state and local government agencies.

USGBC also offers a host of educational opportunities, including workshops and Web-based seminars to educate the public and industry professionals on different elements of the green building industry, from the basics to more technical information. Through its Green Building Certification Institute, formerly the LEED Accredited Professional program, USGBC offers industry professionals the chance to develop expertise in the field of green building and to receive accreditation as green building professionals.

Green Jobs Study

The 52-page “Green Jobs Study,” produced by the USGBC and the consulting firm Booz Allen Hamilton (BAH), was released recently at the Greenbuild International Conference & Expo, held November 11 to 13 in Phoenix, . About $554 billion will be spent between 2009 and 2013 on construction of buildings that have multiple sustainable features or are LEED-certified. It will take 7.9 million jobs to create these buildings, according to the report.

“The study demonstrates that investing in green buildings contributes significantly to our nation’s wealth while creating jobs in a range of occupations, from carpenters to cost estimators,” claims Gary Rahl, senior vice president of BAH. The report can be downloaded at www.usgbc.org/greeneconomy.

From 2000 to 2008, development of “green” buildings contributed $178 billion to the economy and accounted for 2.4 million U.S. jobs, says the report. The study defines “green buildings” as those built to LEED or equivalent standards or those that incorporate numerous green-building elements across multiple categories, such as energy, water and resource efficiency, responsible site management and improved indoor air quality. A project with just a few features, such as waterless urinals, would not be included.
